Add 3 tablespoons of water until a smooth paste is formed. 3. Add 8 ounces of hot or cold milk and stir until all the chocolate paste is dispersed. 4. When making hot cocoa, do not allow the milk to boil. Feel free to adjust the proportions to your own taste.
