In a 2 quart saucepan, combine 3-1/2 cups of water and contents of package. Stir well. Bring to a boil, then reduce heat to a low simmer, cook 10 minutes, covered. Stir occasionally. Remove from heat and let sit for 2 to 5 minutes. Yields about 4 one cup servings.
