Substitute it: When recipes call for all-purpose flour, we recommend starting with 25% Whole Wheat flour and working your way up to 50% of the total flour required in the recipe. You can increase your percentage as you become more familiar with the recipes. Cups per Pound: There are 3-1/3 cups of flour per pound and about 16-2/3 cups per 5 pound bag.
